Pretty much the whole game. Granted these aren't precise percentages, but it's our general goal throughout the levels. If there is an exception, I'd say it's levels 1-5 or so which mostly pretty casual to get people into the game, although there are low level dungeons you can group in too.

When I play I try to find a group by level 2 or so, but that's just me. Some people wait longer. Some people solo all of the way, etc.
