Unlike most cities, LN doesn;t really have a defining border such that the extended system steps that composes the south east entrance is filled with various clumps of dip'able npc's. Civic buffs do not extend down to this area which might be an oversight itself, but the real issue is getting those SE step NPC's giving presence.

One other group of clergy (I believe) are on the southern path below LN proper.. Not sure if they are similarly bugged as getting back to LN will not happen until patch fixes my Chunk Bug Issues.

I'm talking with Jakys about this as well, along with Demila. Get me some specific names and I'll look into them. I'm already looking at a group in the SE corner that were reported to me.
