There is a "low", "middle", and "high" loot table within a tier. I'm sure you can work out how those match up with NPC levels.
Within these loot tables, there is a "main" loot type, hearsay for low, rumor for mid, and evidence for high. This does not mean they drop that the most, it means that your best chance for getting that information type is in that table.
Without going into too much detail, each table has two types of information - one major one and one minor one. The drop rate is roughly double for the majors than the minors. Recently, I went through and raised the drop rate for evidence by 40% total between the major and minor evidences for each "high" loot table. This means your x8-x0 level opponents will be dropping a lot more evidence. It also means you will be getting roughly twice as much of the major than the minor - but with a rare drop, it doesn't show up until you've gotten many dozens of drops.
Now "a lot more" is when you look at the totals across a server, not the experience you get in a single playsession. Evidence is meant to be rare, and it is - this 40% increase will not show up for you in every play session, but it does show up in the entire economy of the game.
