One very important thing to note is that the reward is Soulbound. Therefore the diplomat will have to be the person that actually builds the Guild Hall, and I guess that means they have to own the plot of land and the Guild Hall too!

I thought so too when I designed it, and it was a big concern until I realized that you do not have to be the crafter who builds the hall - the Diplomat will just need to drop the ingredient into the build hopper for the guild hall. Anyone can add ingredients into the hopper.

EDIT: If any of you run into me at Fan Faire, I'll be happy to drop some pointers on which tiers you'll need - it's different for each continent.
