This is what our records have observed as well - the vast majority of Diplomacy gear is earned by a comparatively small group of players who in turn retail it at a higher price to the greater population on the server.

BOE should not affect this.

As for the discussion of whether BOE is good for Vanguard, I'll leave that to other reps from the game - but consistency is important in an MMO, and we are working to make Diplomacy drops and gear comparable in more ways to other sphere's gear.
