Tier 4 clothing and informant options are definitely in Update 2 (the next big patch).

As an added bit of craziness, I put in Merchant clothing for all three continents. Yes, this means we'll be putting in a "non-regional trade" requirement for Merchant in future publishes... I just thought it would be nice to give you the Presence BEFORE you needed it this time.
