It's a new window that came in the latest patch. It doesn't do anything yet, but does hint that the decon process is changing.

And it seems pretty clear.

Not sure you have ever given me a reason to hate you and if you had this would certianly not be one of them. I could be wrong (when it comes to our patch process it is hit or miss with me) but the new decon should be coming to test server soon if it is not there already.
