Eldor has a parley starting at level 15. I put it in right at the same time I was in final testing for level changeover (as a way to escape the find/replace drudgery, and to advance one of my pet stories). I would check him right after any patch, especially the one with the level changeover.

I don't know for certain if I patch notified him, so I'm sorry, a manual check may be in order.
