It was never intended to have the storm particles only drop off of Hegnerian's guards - the only drop that is limited to a singular NPC (or small group of NPCs) is the Core of Ezigoth from Hegnerian himself.

I'll be looking into that stuff this week in addition to the adjustments to the armor sets and the other random little bugs!
