In beta, right up until near the end, they were group based because we didnt have buffs persisting on log out (they did persist on log out after about beta 2.5, but we never swapped them over to being single target). Just to set that part of the record straight.

We've talked about putting the group buffs at lower levels before, and we'll likely talk about it again. Its not an ultra time consuming task to make them group buffs or anything of that nature.

The dropped level 50 spells are currently group buffs. I keep hoping the other ranger in my play group gets them, so I never have to buff again
