Try the following. This assumes that Reaping is your primary and Skinning is your secondary. If it is otherwise, then swap them.

1. Go to a harvesting trainer
2. Set your primary skill to Reaping
3. Set your secondary skill to Skinning
4. Read the Amateur books for Reaping and Skinning
5. Read the Apprentice books for Reaping and Skinning
6. Read the Initiate books for Reaping and Skinning
7. Go harvest textiles and leather.
