This first phase of raid targets will primarily be contested. We want to and /will/ be putting in non contested targets as well. We plan to have a mixture in the long term.

We will also create some targets that are purely for one shot quests, so uberguild X doesnt have a reason to kill the target every X time period - and we also dont have to worry about the target being up "to often".
