General Speculation:

There must be a reson why they don't want the other races of Telon to be able to gain faction with PZ, otherwise they'd have been linked to HZ faction gains in some way. it could be for as simple a reason as a zone thats always dagerous, or it could have something to do with one of the overarching story lines of Telon.

It'd be easy enough for them to add a mob type that would give PZ faction, the fact they won't/can't shows there is more to it...

Keep an eye on the patch notes.

And the rest of your speculation has... _some_ merit.
