I found a bug whereby the questgivers were not giving out horses to Martok diplomats, and have fixed it, so it will be in the next patch.

If any other races are having trouble getting a tier 1 horse from the questgiver (remember, you do have to have done the tier 1 horse quest, but if you got rid of the horse, this is for you), let me know.
