Some of the NPCs are there, however with so many people in the room, it may be hard to distinguish them from the others. Look for anyone with the "Scout," "Kahiya," or "Consultant" prefixes to their names to find the placeholders.

With that said, one of the NPCs wasn't showing up correctly. I've fixed the issue and they appear correctly in the next patch.
