If you fail this quest, you must start over again. The recipe is given to you when you find Rahkane. Therefore, if you start it over again, you must go find Rahkane again to get the recipe, even if you still have the item in your inventory.

To avoid further confusion, the weapon will be removed from your inventory upon abandoning the quest in a coming patch.
