Suffice to say, this is intentional. These NPCs are not level appropriate for you, for the most efficient exp you should focus on those NPCs which are. To be clear, this is not because of any artificial cap. You are, in fact, gaining full exp for those NPCs. However, since difficulty is highly determined by relative level, these NPCs are not efficient for you to kill.
