Presence gain requires exactly two things:

1) Civic Parleys only.
2) Victory. High degree of victory will speed up how quickly you get Presence gains. It is possible to get Presence gains every 4-5 parleys, but this is hard to do for most of us mere mortals. If you don't get one every 12 parleys, there's a problem, and we need to kill that bug.
