Rewards are different at different location and there are only a few players doing work orders high enough to yield these rewards.

There are lots of items available. It is likely that the few players high enough to receive these rewards are clustered in a small number of locations, thus receiving predominately biased items.

Could you please post the location where you perform level 46+ work orders and the results you've achieved. Please included the type of work order you've completed, the resulting grade and the items you've received.
