I've got pretty much the same problem as Pryde, but this time with the Tawar Galan version. I completed the first parts of the quest at adventure level 4 and was told to return for my horse reward at level 10. Now I'm at 10 I'm unable to get the horse, the follow up quest is available to me but it won't actually let me 'accept' the quest even though I can click on it and read through the quest dialogue. Basically I have no idea why I cannot take this quest and receive my horse reward as there is no indication of skill or presence requirements from the NPC. My Diplo skill is at 68 with most presences at around 10-15, domestic is at 25.

Any thoughts or solutions to this or do I need to petition / bug??

Check your space in your inventory. The quest has you carrying a bunch of items to deliver to various NPC's, and if you don't have enough space, it won't let you accept it. You need 4-5 free slots.
